Jurisdictional Statement

This is a proceeding under Title XVI of the Social Security Act, 42 U.S.C. §§ 1381 et seq. Plaintiff filed an application for Supplemental Security Income (SSI) benefits based on disability under Title XVI. (Tr. 61-66.) His application was denied initially and on reconsideration (Tr. 67-72, 75-80). An administrative hearing was held on September 10, 1996 (Tr. 34-60).
