This is a bill originally brought in this court by the county against the authority for a declaratory decree and other relief involving the legality of the conduct of the authority in respect to matters hereinafter described as the result of which the county contends that unreasonable and unnecessary expense will be assessed upon it under the provisions of the statutes creating the authority.
