Firefighter Donald Trafford sued his employer, the City of Westbrook, alleging deprivations of his right to procedural due process in violation of the Maine and United States Constitutions and 42 U.S.C. § 1983. He claims the City failed to provide adequate notice of the charges and evidence, against him prior to a disciplinary hearing that resulted in his one-week suspension and demotion.
