LIMBAUGH, Judge.

This appeal arises from the dismissal of an action for declaratory judgment filed by Margaret Kelly, CPA, State Auditor (“Auditor”), concerning the duties and authority of her office in relation to the “Hancock Amendment.” Because of the general interest and importance of the issues presented, this Court granted transfer of this appeal prior to the issuance of an opinion by the Court of Appeals.
