Oakley Dean Baldwin, a Chief Warrant Officer of the U.S. Coast Guard Reserves (“Baldwin” or “Appellant”), appeals the district court’s grant of summary judgment in favor of the City of Greensboro, Mitchell Johnson, and Jeryl Covington (collectively, the “City”).
