FOWLER, Justice.

Appellant, D.L.N., a juvenile, was charged with capital murder. Tex Penal Code Ann. § 19.03(a)(2) (Vernon Supp.1996). He was sixteen years old. The County Court at Law Number 2, Galveston County, waived jurisdiction and transferred him to criminal district court.
