Petitioner, County of Cook (the County), appeals from an order issued by respondent, the Local Panel of the Illinois Labor Relations Board (ILRB), regarding the collective bargaining rights of attending physicians (attendings) employed by Oak Forest Hospital (the hospital), a hospital operated by the County.
