On May 5, 1939, the appellant The State Highway Commission of the State of Indiana gave notice that it would accept sealed proposals until ten a. m. on May 15, 1939, for the furnishing of gasoline, kerosene, and other oils, greases, and lubricants, for a period of one year beginning June 1, 1939, for each of its six maintenance districts.
