WINTER, Circuit Judge:
Ruby R. Martin was denied Social Security disability benefits by the Secretary, notwithstanding her claim of inability to engage in any substantial gainful activity because of diabetes and high blood pressure. The district court found that there was substantial evidence to support the Secretary’s denial of her claim. From our analysis of the record, we conclude to the contrary. We conclude also that a regulation of the Secretary- — or the interpretation, adopted by the hearing examiner and Appeals Council — making end organ damage an exclusive prerequisite to a finding…
