Lowell Quirk appeals from a final order entered in the district court 1 granting summary judgment in favor of Madonna Towers, Inc. and Madonna Towers of Rochester, Inc. (“Madonna Towers”) and dismissing his claims under the False Claims Act, 31 U.S.C. § 3729 et seq. (“FCA”). For the reasons discussed below, we affirm the order of the district court.
