Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term entered in St. Lawrence County) to review a determination of the City Manager of the City of Ogdensburg which found petitioner guilty of charges of intentionally and willfully disobeying directives of his superior and penalized him by imposition of a five-day working suspension without pay.
