I. Introduction

In July 2015, Victor Bandala-Martinez (Plaintiff) filed a pro se complaint in this Court under 42 U.S.C. 1983 against five named correctional officials and several other unknown correctional officials. The named Defendants are Nicholas Bebout, David Davis, Ryne Ellett, Frank Eovaldi, and Cory Fry.
