NEBEKER, Associate Judge:

This petition seeks review of an order by the District of Columbia Board of Zoning Adjustment (the Board) denying petitioner’s application for a zoning variance. Petitioner sought a variance from a C-l (neighborhood shopping) nonconforming use to a.C-2 (community business center) use. Petitioner challenges the Board’s denial claiming the order to be arbitrary, capricious, contrary to the evidence, .and without rational basis.
