MEMORANDUM AND ORDER

JOYNER, District Judge.

This civil rights matter is now before the Court on motion of Defendants Kissel, Doucette, Donnelly, Skerle and the Borough of Doylestown to dismiss the plaintiffs complaint. For the reasons set forth below, the motion shall be granted in part and denied in part.
