We deal here with vital and sensitive questions involving the rights of candidates for public office and the remedies invocable to preserve such rights in the course of the electoral process. We are called upon to examine the constitutionality of statutes prescribing the payment of fees for filing declarations of candidacy for county offices to be voted upon at a direct primary election.
