Amax Coal Company has petitioned for review of an unpublished order of the Benefits Review Board (“the BRB”), Oxendine v. Amax Coal Company, No. 86-2373, Ben.Rev.Bd. (November 28, 1988). The BRB order affirmed an order issued August 12,1986 by Administrative Law Judge Arthur C. White. Judge White’s order required Amax to pay black lung benefits to Rosemary Oxendine from June 1, 1979 through December 31, 1980, and to reimburse the Secretary of Labor for benefits paid by the Secretary.
