In January 1987 the Administrator of the Environmental Protection Agency (EPA) promulgated final regulations defining “interference” and “pass through” for purposes of the National Pretreatment Standards. 40 C.F.R. § 403.3(i), (n) (1987). The Arkansas Poultry Federation filed this petition seeking review of the Administrator’s action in promulgating these definitions.
