Appeal from special term, Onondaga county. Application by Charles F. Zeese for writ of habeas corpus to Vincent M. Hasten, superintendent of the state industrial school of Eochester. The writ was dismissed, and petitioner appeals.

Chapter 143 of the Laws of 1846 authorizes the establishment of a house of refuge for juvenile delinquents. See 3 Rev. St. (7th Ed.) p. 2658. In section 13 of the act, the managers are directed—
