The defendants in this suit are the United States Department of Transportation and the State of Illinois.1 Plaintiffs allege that defendants’ action, relating to the proposed construction of the 35 million dollar Central Illinois Expressway and a bridge across the Illinois River, exceeded their authority. Plaintiffs seek declaratory and injunctive relief.
