OPINION

COMPTON, Justice.

This is the second time this case has been before the court. See In re Inquiry Concerning a Judge, 762 P.2d 1292 (Alaska 1988) (Judge I). After holding that the Alaska Commission on Judicial Conduct (Commission) has no constitutional authority to publicly reprimand a judge, Judge I, 762 P.2d at 1296, we remanded the matter to the Commission for recommendation of an appropriate sanction.
