LAFFITTE, Chief Judge.

Before the Court is Plaintiffs motion for an injunction. He challenges the eonstitu-tionality of two referenda scheduled to be held regarding the United States Navy’s exercises in Vieques. One referendum (“federal referendum”) was authorized by Congress and is scheduled to be held this November. 1 The second referendum (“local referendum”) was authorized by the Puerto Rico legislature and is scheduled for this July 29. 2 It is this local referendum which is the subject of the present opinion and order. 3 In response to Plaintiffs motion, the Court…
