On the afternoon of Friday, September 13, 2002, case workers from the Department for Children and Families (DCF) appeared at mother’s home accompanied by six to eight police officers and told mother they were going to take her children. She had received no prior notice that DCF had been granted temporary custody *480of the children or that DCF planned to pick them up that day.
