MEMORANDUM OPINION
LAMBERTH, District Judge.
This action arises from the death of Gholam Ali Oveissi, chief of the Iranian armed forces under the Shah’s pre-revolu-tionary government, who was gunned down on a Paris street in February 1984. Plaintiff Amir Reza Oveissi, Gholam’s grandson, alleges that agents of the Islamic Republic of Iran (“Iran”) and its intelligence service, the Iranian Ministry of Information and Security (“MOIS”), carried out the murder. As sponsors of an extrajudicial killing, defendants Iran and MOIS are subject to suit under the Foreign Sovereign Immunities Act’s (“FSIA”)…
