By Act No. 45, p. 46, of 1896, the General Assembly, referring to the <city of New Orleans, enacted that:
The council shall have the power to regulate the location of, and inspection and 'Cleansing of dairies, stables, cattle yards, aandings, and pens, slaughter houses, soap, glue, tallow, and leather factories, depositories for hides, blacksmith shops, forges, foundries, laundries, oyster shops, and all' places of business likely to be or become (detrimental to health or comfort, and to adopt such ordinances and regulations as ■shall be necessary or expedient for the protection of health, and…
