MOLLOY, Chief Judge.
The United States brought this action against Defendants W.R. Grace & Go- Conn. (“Grace-Conn.”) and Kootenai Development Corporation (“KDC”) under the Comprehensive Environmental Response, Compensation and Liability Act (“CERC-LA”), 42 U.S.C. § 9601 et seq. to recover costs the United States has incurred responding to releases or threats of releases of asbestos in and around Libby, Montana.
