This ease stems from a contract entered by the Northern Colorado Water Conservancy District (“Northern Colorado”) with the United States Department of the Interior, Bureau of Reclamation (“Bureau”), for the development of the Colorado-Big Thompson Project (“Colorado-Big Thompson” or “the Project”), a multi-purpose water project in Colorado that stores, regulates, and diverts water for irrigation, domestic uses, and power production.
