dissenting. I find myself unable to concur with the majority of the court and must therefore respectfully dissent. In many respects I regard as adequate the statement of facts contained in the majority opinion. I wish to supplement it rather than to dispute it.
It appears to me that the Ohio State Racing Commission and its member chairman, Harry M, Iloffheimer, at every step in the proceeding, displayed most commendable care in providing full, adequate and timely notice to Michael J.
