This is an appeal on questions of law from a judgment of the Common Pleas Court sustaining a motion of Robert Evans, appellee herein, for a judgment in his favor, for the reason that the Ohio Real Estate Commission, appellant herein, had failed to certify to the Common Pleas Court a complete record of the proceedings against Evans as required by Section 119.12, Revised Code, within the time provided by such section.
