In its complaint, plaintiff alleges that the government, under several theories of liabili ty, improperly terminated a contract between the parties involving construction work at Marine Corps Base, Camp Pendleton, California. See Doc. 1. The government has moved the court to dismiss the complaint in its entirety, arguing that plaintiff has failed to state any claim on which relief may be granted. See Doe. 7. The court finds as follows.
