MEMORANDUM OPINION

INTRODUCTION

Today, nineteen (19) members of the Virgin Islands community appear before this Court in search of answers to questions novel to Virgin Islands *65jurisprudence. They ask this Court to enjoin their Governor from trading away property they claim is the subject of a charitable trust. The nineteen plaintiffs maintain that the historically significant property, known as Camp Arawak, was given to the government to hold in trust for the people, in perpetuity, and that its disposition would constitute a breach of trust.
