In this Title VII class action case the plaintiffs, two civilian employees of the air force, appeal the district court’s grant of summary judgment to the defendant air force. Despite the fact that this case has languished in the administrative proceeding phase for over three years, the district court found that the plaintiffs had failed to exhaust their administrative remedies, and that plaintiff Manuel Munoz’s individual claim was both untimely and barred by res judicata.
