Proceeding pursuant to CPLR article 78 (transferred to this Court by order of the Supreme Court, entered in Schenectady County) to review a determination of respondent revoking petitioner’s certificate as a group family day care provider.

At all times relevant hereto, petitioner was licensed by the State Department of Social Services (hereinafter DSS) to provide group family day care for a maximum of 10 children at a time.
