Certain natural gas producers and other intervenors in this action 1 (hereinafter “the producers”) seek review of two orders 2 of the Federal Energy Regulatory Commission (“the Commission”) 3 which involve a case specific application of third-party protest procedures adopted by the Commission in the “Order 23 Series” 4 and affirmed in part and modified in part by this Court in Pennzoil Co. v.
