Plaintiffs, recipients of public aid, commenced an action on September 7, 1972, seeking injunctive relief, declaratory judgment, and administrative review against the Illinois Department of Public Aid, its director, and the Cook County Department of Public Aid. They challenge the standards applied and the allowances granted by the Department as being violative of section 12 — 4.11 of the Illinois Public Aid Code. Ill. Rev. Stat. 1971, ch. 23, par. 1 — 1 et seq.

With regard to standards of financial assistance, section 12 — 4.11 of the Code states that the Department of Public Aid shall:
