Appellant-Appellant Richard W. Baker (Baker ) appeals from the January 15, 2016 Findings of Fact, Conclusions of Law, Decision and Order (Order ) entered by the Board of Registration for the Island of O'ahu (Board ). In the Order, the Board concluded that the Appellees-Appellees Hawai'i State Senator Brickwood M. Galuteria (Brickwood ) and Abigail L.
