MOLLOY, District Judge:

This case involves allegations under the False Claims Act, 31 U.S.C. §§ 3729-33, that Defendant-Appellee Gilead Sciences, Inc. (Gilead) made false statements about its compliance with Food and Drug Administration (FDA) regulations regarding certain HIV drugs, resulting in the receipt of billions of dollars from the government.
