On April 1, 1987, the Government filed a four count indictment naming Ralph Tuti-no, Leoluca Guarino, Salvatore Larca and Laborío Bellomo. Count One charged Tuti-no, Larca, Guarino and Bellomo with conspiring to distribute more than one kilogram of heroin, in violation of Title 21, United States Code, Section 846. Count Two charged Tutino, Larca and Guarino with distributing approximately two kilograms of heroin between December 27, 1986 and March 19, 1987, in violation of Title 21, United States Code, Sections 812, 841(a)(1), 841(b)(1)(A) and Title 18, United…
