Appellant, Malik Ferguson, challenges the judgment of the trial court denying his motion to set aside both of his 2014 misdemeanor convictions for attempted threats. 1 He claims that the trial court improperly denied his motion under the Youth Rehabilitation Act (‘YRA”), D.C. Code § 24-901 et seq. (2012 Repl.). The Superior Court determined that only the United States Parole Commission (“USPC”) has jurisdiction to set aside the conviction.
