OPINION

GEMMILL, Judge.

¶ 1 Petitioners are thirty-six members of the Arizona Legislature (“plaintiff legislators”), two constituents whose representatives voted against the bill at issue (“plaintiff constituents”), and a taxpayer seeking to bring suit pursuant to Arizona’s private attorney general statute (“taxpayer Jenney”) (collectively “Plaintiffs”). Together, they sought to enjoin enforcement and challenge the constitutionality of “Arizona’s expanded Medicaid program” as set forth in Arizona Revised Statutes (“A.R.S.”) sections 36-2901.08 and -2901.09.
