I. INTRODUCTION

The News Journal is a daily newspaper distributed throughout Delaware, Southeastern Pennsylvania, New Jersey and Maryland. After the denial of its request for arrest and conviction data pursuant to the Delaware Freedom of Information Act (“FOIA”), 29 Del.
