OPINION
MOTLEY, District Judge.
Plaintiff Robert C. Guccione has brought this lawsuit under the Federal Tort Claims Act, 28 U.S.C. § 1346(b), for injuries he allegedly sustained during the course of the FBI’s highly publicized ABSCAM investigation of government corruption in the late 1970’s. Guccione is a well known magazine publisher and entertainment entrepreneur.
