This case is before the Court on objections to a Report and Recommendation [“Report”] prepared by U.S. Magistrate Judge Paul W. Grimm [“the Magistrate Judge”] to resolve various pending motions in these consolidated cases. The motions concern two claims filed pursuant to the Freedom of Information Act [“FOIA”] by the Plaintiff, Fred W.
