UHLENHOPP, Justice.

The question in this case is whether a joint board of education substantially complied with the Iowa statute on reorganization of school districts in a reorganization proceeding.

This must be one of the more protracted school reorganizations in Iowa history. Previously, the non-high school Kimballton Independent School District lay between two high school districts — Elk Horn and Audubon.
