TUTTLE, Circuit Judge:

Appellant George Ward appeals from an order of the district court denying his petition for writ of habeas corpus and request for declaratory judgment, injunctive relief, and mandamus on the ground that the Coast Guard wrongfully denied his application for discharge from the service as a conscientious objector. We reverse and remand with directions that the district court grant Ward’s prayer for habeas corpus relief.
