This is an appeal from a judgment of the United States District Court for the District of Connecticut, Ellen Bree Burns, J., dismissing for lack of subject matter jurisdiction appellants’ claim under 42 U.S.C. § 1983 against the Commissioner, Connecticut Department of Income Maintenance.
