ORDER
MUIR, District Judge.
THE BACKGROUND OF THIS ORDER IS AS FOLLOWS:
On September 9, 1991, the United Steelworkers of America, AFL-CIO-CLC (hereafter “Union”) filed this action pursuant to the Worker Adjustment and Retraining No tifieation Act of 1988, 29 U.S.C. § 2101 et seq. In its complaint the Union alleged that North Star Steel Company (hereafter “North Star”) violated that Act when North Star failed to give the Union or its members at least 60 days advance notice prior to laying off approximately 270 of its employees on February 25, 1991.
