This deceptively difficult case, like Me-long v. Micronesian Claims Commission, 1 decided today, arises under the Micronesian Claims Act of 1971, 2 which sets up a fund for compensation of losses incurred by Mi-cronesians during World War II and establishes the Commission as the agency to administer the fund.
