ORDER GRANTING THE GOVERNMENTS PARTIAL SUMMARY JUDGMENT ON THE ISSUE OF LIABILITY

McGOVERN, District Judge.

The Governments move for partial summary judgment asking the Court to find that Defendants Garmt J. Nieuwenhuis, Western Processing Company, RSR Corporation (RSR), and Union Oil of California (Unocal) are liable parties under Section 107(a) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), 42 U.S.C.S. § 9607(a).
