Introduction

This case comes before the court on a Motion for Judgment Upon the Agency Record pursuant to USCIT Rule 56.2 brought by Louis Dreyfus Citrus Inc. (“Plaintiff’ or “Louis Dreyfus”). Plaintiff claims it has suffered injury in fact from an order imposing antidumping duties (“AD”) on frozen concentrated orange juice for further manufacture (“FCOJM”) produced and exported by Plaintiff.
