SHANNON, Chief Justice.

Leisure Services, Inc., filed an administrative appeal in the district court of Travis County complaining of an order of the State Board of Insurance. The Board’s order denied Leisure’s claim for lost rentals allegedly due under a policy of insurance issued by the Texas Catastrophe Property Insurance Association (TCPIA). The Board and TCPIA filed pleas to the jurisdiction based upon the fact that Leisure failed to file a timely motion for rehearing with the Board.
